Access to Welfare Services for Older Adults£º Processes for elderly with depression problems to access relevant welfare services

Abstract
This study qualitatively explored how older adults with depression problems accessed relevant welfare services and examined accessibility problems and their factors occurring in the access process. Interviews were performed with both users and non-users of a senior welfare center in Seoul; answers of 39 older adults who had experienced depression were analyzed. Answers were categorized by content analysis; those categories were sorted and assigned to accessibility dimensions and their factors. Strong factors throughout the service access process are "experience", "current use", and "suggestion and support." In the supply view, "financial ability/cost", "utilization process", and "existence of service" were identified as main factors. On the demand side, "sense of achievement and reward" and "social intercourse and dependence" were important factors. We provided suggestions to improve accessibility of welfare services for older adults with depression problems. First, utilizing service providers currently used by older adults and providing integrated welfare services would be necessary. On the supply side, expanding financial benefits including discounted service fees and assuring fairness and clarity in the utilization process including beneficiary selection can enhance various dimensions of service accessibility. In order to improve service acceptability and engagement ability, bonds and social capital between users need to be forged and strengthened by providing rewarding experiences and managing them as a group.
